WSDF Central detail


Water and Sanitation Development Facility – Central (WSDF-C) is the youngest of the four Water and Sanitation Development Facilities (WSDFs) established country-wide. It has been in operation since July 2010, with a regional office located at Wakiso Headquarters.

Areas of Operation

WSDF-C operates in 25 districts of central and mid-western Uganda, including: Hoima, Buliisa, Masindi, Nakasongola, Nakaseke, Kiboga, Kibaale, Luwero, Mityana, Masaka, Mpigi, Mubende, Mukono, Buikwe, Kayunga, Kalangala, Wakiso, Buvuma, Gomba, Kiryandongo, Kyankwanzi, Butambala, Bukomansimbi, Kalungu and Lwengo.


Funding for WSDF-Central activities is from both Government of Uganda (GoU) and African Development Bank (AfDB). The support is aimed at construction of piped water supply (new, major extensions and rehabilitation) and improved sanitation. Preparatory activities such as community mobilization and awareness creation for water construction and setting up Operation and Maintainace Structures in all constructed water systems are conducted to support water supply system implementation.

Purpose of WSDF-Central

To improve the socio-economic situation and the opportunities for people living in the Small Towns (STs) and Rural Growth Centers (RGCs) through provision of safe, adequate, reliable, sustainable and accessible water supply and promotion of improved practices of hygiene and sanitation.

Our Objective

The objectives of WSDF-C include:

  • To increase water supply service coverage for Small Towns and Rural Growth Centres in the Central and Mid-Western Uganda
  • To improve Urban Sanitation and Hygiene Services in the Central and Mid-Western Uganda

Our Specific objectives 

  • Develop safe piped water supply systems including feasibility studies, water source development and construction.
  • Improve general health conditions through reduction of water borne diseases and promotion of good practices of hygiene and sanitation in the targeted STs and RGCs targeting achievement of 100% toilet coverage in the water supply areas
  • Empower communities in the targeted STs and RGCs through a high degree of community engagement and capacity building for O&M of the installed facilities.
  • Contribute to water resource and environmental protection through the use of appropriate technologies in water and sanitation interventions and adherence to related national guidelines.
  • Develop and promote appropriate technologies of sanitation facilities both at household level and public infrastructure including sludge management systems
  • Support Operations and Maintenance of existing water supply systems through major renewal and expansion of infrastructure to improve their functionality and increase coverage.

Implementation approach/arrangements

The implementation strategy follows the general WSDF implementation modalities spelt out in the WSDF Operational Manual. The strategy emphasizes a demand responsive approach to implementation where express their demand through written application for services and commit to fulfilling their obligations. Environmental enhancement measures which involve protection of water source catchment areas and promoting safe environment practices are also promoted. As a mode of operation, the Facility also promotes private sector participation through use of consultants, contractors and other service providers

WSDF-Central Establishment

The WSDF-C is fully established with the required relevant professionals including graduate trainees and support staff (staffing structure appended), with operational offices. The total number of staff is 35
